Under the dual background of the "dual carbon" strategy and the transformation and upgrading of the refining and
chemical industry, the steam system, as a core utility unit of refining and chemical enterprises, directly affects the enterprise's
energy consumption cost and carbon emission level through its operational efficiency. Addressing the limitations of the traditional
fragmented energy -saving model, this paper proposes a theoretical framework for steam energy saving based on systematic
operation management, grounded in process system energy integration theory. A collaborative optimization system covering the
entire chain of "source-network-load-storage" is constructed. Through a systematic review of the steam optimization practices of
Daqing Petrochemical Company in recent years, this paper analyzes four key technical dimensions: boiler operation mode
optimization, precise pipeline pressure control, refined user -side management, and emergency flexibility construction. The
amplification effect of systematic management on energy -saving benefits is demonstrated. Research shows that strengthening
systematic operation management can shift steam energy saving from local optimization to global optimum, achieving the
coordination of safety and energy conservation, and providing a replicable management paradigm for the green and low-carbon
transformation of refining and chemical enterprises.
