- 摘要:介绍了HAZOP分析方法和应用,阐述了硫磺回收装置开展安全评估的必要性。硫磺回收装置是确保全厂安全、环保运行的核心,装置内有很多剧毒、易燃、易爆的工艺介质,且开停工及流程切换较为复杂,发生事故将造成严重的人身伤害,因此必须设置安全联锁保护系统。根据国家标准和法规的要求,需要对安全仪表系统开展安全完整性等级评估,确定需要的安全完整性等级并验证系统是否满足要求。对新建的硫磺回收装置,使用 HAZOP方法对其安全性进行了分析,按照工艺流程共划分为6个节点,通过分析提出了20条安全对策措施及建议,并针对识别出的中高风险进行了LOPA计算,以验证SIS系统的设计满足安全要求。然后以HAZOP分析中的1个节点为例,重点讨论了安全分析过程中人为因素的影响。Abstract: This paper introduced the HAZOPanalysis method and application, expounded the necessity of safety assessment ofsulfur recovery plant. The sulfur recovery plant is the core unit to ensure the safe and environmental protection operation of thewhole plant. There are many highly toxic, flammable and explosive process media in it, and the startup / shutdown and processswitching are more complicated which will easily cause accidents leading to serious personal injury, so the safety interlockprotection system must be set up. According to the requirements of national standards and regulations, SIL determination andverification needs to be conducted to verify whether the system meets the requirements. It used HAZOP method to analyze the safetyof the newly built sulfur recovery plant, divided it into 6 nodes according to the process flow, analyzed and put forward 20 safetymeasures and suggestions, and carried outLOPA calculation for the identified medium and high risk in order to verify the design ofSIS system to meet the safety requirements and finally taken a node in the HAZOP analysis as an example to discuss the influence ofhuman factors in the safety analysis process.
